With all the new discussion on the initiation of a ranged attack produced by a unit from an action card, I have a quick question. So if the combine does not work off an action card such as Guerilla Tactics and the targeting of the province strength is also being debated. If Guerilla Tactics is used on the defence can the personallity not bow?

No, the Personality must bow. The bowing is an effect, and the stronghold waives costs. (Fixed.)
