I see what you're saying. The card's trait has three elements: a trigger ("when"), a condition ("if"), and an effect ("draw"). Unfortunately, the condition is stuck in the most ambiguous place possible. As I read it, trhe condition is checked when the trigger occurs to determine whether you get the effect. I'm going to stick with that interpretation for now. I do see how it could be read as a condition that checks at the time of the effect, however.
