This may be a weird question but..
Regarding the new Cost Reduction rulings, do they apply immediately? As the new rules were introduced in Enemy of my Enemy but EomE is not yet officially legal (or even released).
Or does this rulings become legal along with EomE when it turn legal?

That's how it's been handled in the past: rules and rulings take effect immediately unless otherwise specified.

Rulebook and card changes due to MRP take effect immediately upon release. The Enemy rulesheet releases on the 18th.
