Recon Open: If it is the Action Phase, once per turn, target a Province. During battles at that Province, you may take the action Battle: Target a Personality you control. Attach an Item to him from your hand. Reduce its Gold cost by 2. Pay all remaining costs. Draw a card.
If I have a Personality in the battle at the targeted Province, may I draw the card if I don't have an Item in hand?
