L5R CCG Rules board, 2 April 2005

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from the Wayback Machine (its copy), so posts it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Okay, I'm slow. I don't see how your answer to the following, Zen, actually answered the question:

Does the "If you control no Personalities" restriction apply to both the "turn all cards in your Provinces face-up" and the "Bring into play any number of Personalities from your Provinces, ignoring costs" or just the "turn all cards in your Provinces face-up"?

Web of Lies rulesheet: "An action’s initial restrictions — the ones that appear before targeting and effects — govern whether the action is legal to use."

Just to be clear...is it:

-only if you control no personalities, may you turn all cards in your provinces face-up. However, regardless of whether you control any personalities or not, you may bring into play any number of personalities, ignoring costs (presumably, they would have to face-up already, otherwise you wouldn't know that they were personalities. So, in this case, if you have one or more personalities in play, you can't turn any cards face up, so you could ONLY bring into play personalities already turned up)

or:

-only if you control no personalities, may you turn all cards in your provinces face-up and then bring into play any number of personalities, ignoring costs (in this case, if you control one or more personalities, you're screwed and the reaction on this kiho can't be played at all)

And the following has multiple negative problems:

Am I correct in assuming that you do not need a Shugenja in play to perform this action?

Card text: No.

If he's not correct in assuming that you do not need a shugenja in play, then you DO need a shugenja in play. That's obviously true for the limited action on the kiho, as you have to bow a shugenja, but the reaction explicitly states "Target a face-up shugenja in one of your provinces"; this shugenja would not be in play. In fact, if you had to have a shugenja in play to use the reaction, you would never satisfy the "having no personalities in play" condition....

Not trying to be difficult...just trying to be sure.
