I would like some clarification on cards in the discard pile. A few questions.
1) Are cards in the discard pile considered "face up" or "face down"? I have heard from some that only the top card is considered face up.
2) Is it legal to rearrange the order of cards in your discard pile, or would this be a violation of some rule?
I searched the forum for any posts on the discard pile, and didn't find anything in 6 pages of text. I haven't been able to locate answers to any of this in Accumulated Rulings, either. I would appreciate some official ruling on this one, one way or another.

Given they're face up, why would it matter? No.
