Suitengu's surge + Price of power

L5R CCG Rules board, 17 March 2005

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from the Wayback Machine (its copy), so posts it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Suitengu´s Surge

Reaction: Before an action targets a unit you control, bow this Shugenja: Remove the unit from the game. Return it to the game, with all attached cards and tokens, before the beginning of the next turn.

Price of Power

This card remains in play in your home. Limited: Discard this card: Target a unit you control and a unit with equal or lower total Gold cost controlled by another player. Destroy them.

So my friend targets his unit, and then targets my unit, he then destroys the units with price of power, then he proceeds to use suitengu's surge to save his unit.

My question is since, Suitengu's surge is used before targeting, doesn´t he need to target another unit, since the one that he originally wanted to target is not more in the game?
