Can I use an effect that brings a card into play "ignoring gold cost" on ratling raiders? I looked in the rulings and found these, but they don't fully answer my question.

·Anything that allows you to put a card into play for a gold amount other than the cost printed within the gold coin changes the cost, including hiring in-clan personalities at reduced cost. [Reversal; JA, 25 July 2000]

is bringing into play ignoring gold cost equivolent to bringing into play for 0 gold?

·Putting a card into play directly, "without gold cost," or by "waiving" its cost do not reduce the cost to zero. You cannot gain honor for playing an aligned Personality this way. [DW, email, 2/4/99] This does not apply to Holdings that pay "the entire cost."

does this mean that it isn't reducing the cost at all, or just that it isn't reducing the cost to zero, or just that you can't gain honor off of it. Does "ignoring gold cost" mean the same thing as "without gold cost" or "waiving" gold cost?

Like what? Anyway, probably yes; there may be some funkiness based on specific card text.
