Rain(s) of Death (L5R rules board)

Some time ago there I was asking whether I can use Rain of Death ability (two ranged attacks) with tactician from outside a battle. Answer was "yes".

There are following questions :

I played Rain of Death in battlefield A. Can I use tacticians in battlefield A ro 'rain a death' on units in battle B ? If no - why 'other-battle' tatician is allowed to RoD unit in current battle ?

As above, but i try to RoD units in battlefield B with tacticians in home / battlefield B / other. subquestion - as above.

Note that RoD says nothing about opposing or 'this battle', and as a formation it cannot oppose anything neither... Thus it's RA are rather strange.
