During play against a mantis player, an issue has arrised about the use of flee the darkness on one of his actions:
The question is, Can I cast flee the darkness when he targets one of my discarded peeps with Hinome's action? What if the personality is in one of my provinces?

No and no. Flee the Darkness can only be played when a Personality you control is targetd ("your" glossary definition, Diamond rulebook, pg. 105). (Edit: Correction.)
