Can Ruby Ascendance negate the Province Strength modifier granted from a Sensei?

Battle: Negate the current Province's current strength bonuses or penalties (your choice).

Can Ruby Ascendance negate the Province Strength modifier granted from a Sensei?
Ruby Ascendance action:
Sensei cards create modifiers, not bonuses, so Ruby Ascendance will not affect Province Strength bonuses or penalties from them.

In regards to http://www.alderac.com/forum/viewtopic.php?f=59&t=115047 . Would a province strength enhancenent coming from a trait on a sensei, such as Dijuro Sensei, still be considered a modifier as a default rulebook effect? Would something like that be considered a bonus and be effected by Ruby Ascendance?
