Can I use his open action on my opponent's turn to draw a card? The reason I ask is due to his wording and draw a card being after a separate period.
Open, : If it is your turn, even if Yokuni is face-up in your Province, look at the top card of your Fate deck. You may put it at the bottom. Draw a card. Battle: Melee 4 Attack.

No, you can never use his ability on your opponent's turn.
If an ability's text starts with a phrase that begins with "If", that condition must be met to even legally take the action at all (see here).
