my Opponent doesn't have the Ring of Fire in play. I target his Togashi Taiki with A New Alliance. later that same turn he puts the ring of fire in play. can he now use the ability that having the ring of fire grants him? or does a new alliance prevent any action from the card regardless of when the card had the action?
