So quick question. Tsuruchi Akira's ranged ability states that "If this is not increased or combined, it can target a Province". If I was to use Yoritomo Hiromi's engage to give all my ranged attacks +1 strength would this count as the range being increased and as such mean that it could not target the province?

You cannot target the province with Akira's action if you have taken Hiromi's action this battle.
