I assume this means no printed abilities? So this could target people with tactician/calvary etc?

It just says "abilities", which can be printed on the card, or granted by the rulebook or a card.
Note that while the rulebook grants the Tactical Advantage ability to Tactician Personalities, the Cavalry ability is granted to each player, not to Cavalry cards.
