Scorpion Box and tactician
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
So based on this ruling can i name a personality with the tactician key word and they not be able to use their tactician ability?
The Scorpion box does not prevent declaration of an action from the ability: it just negates effects of the next action from a card with the specified title.

I'm sorry, but I'm having some trouble deciphering the actual answer to the question here. I realize the OP didn't quite get the effect of the Scorpion stronghold right, but I think the intent of the question was clear:
If I name Akodo Dairuko with the Scorpion stronghold, and my opponent attempts to use the Tactical Advantage ability from Dairuko, does my opponent have to discard a card? If yes, does Dairuko gain force?

Both the card discard and the force bonus are effects of an action from Dairuko, and so will be negated by The Shadowed Estate of the Scorpion.

The Shadowed Estate of the Scorpion Tireless Open: Name a Fate card, or name a Dynasty card in play. Negate the effects of the next action from a card with that title.
FROM Some things check to see if other effects, actions, or targeting come “from” a given source. The source is the card that the effect, action or targeting is printed on, or the rulebook if it is printed there.
Since the tactical advantage ability is not printed on the tactician, wouldn't that mean that its effects are *from* the rulebook, and hence would not interact with The Shadowed State?
Thanks!

You might want to read on a little further: Effects of traits and abilities given to other cards, copied from other cards, or on created cards, come from the card they are on.
