Cycle ability: Limited: If it is your first turn, choose one or more face-up cards in your Provinces. Put them on the bottom of your deck in any order. Then (after refilling Provinces), turn all cards in your Provinces face-up.
Courage ability: Repeatable Courage Interrupt: Discard a Courage card from your hand to give one of the action’s Fear effects either +2 or-2 strength.
New Factors: Courage After you discard this Strategy from a Courage action, gain 1 Honor. Favor Political Open: If this Strategy is in your discard pile, discard the Imperial Favor and remove this Strategy from the game to draw a card.
Since there are no conditions or targets on the Courage rulebook ability, can I discard New Factors to use the Courage Interrupt on the Cycle Limited (and by extension, any action)?

Should there be such a condition?
Yes, you may. Courage's player ability does not begin with "If", so there are no restrictions on when it may be played. And it will always be a Courage action, so New Factors will give you 1 honor from it.
