By my reading of Accesible Terrain, it grants each player a Player Abilty, why is it considered a Card Effect?

Because it still comes FROM Accessible Terrain, and therefore is a card effect. Again, note that the exception under "From" in the CR does NOT apply to abilities granted to players, only to abilities granted to other cards.
