Iaijutsu Battle: Touya challenges a target enemy Personality. The winner creates Fear 4 targeting a (legal) card in the loser's unit (there is no effect in a tie).

The reminder text is there to show that it must follow all normal targeting rules (i.e. it cannot hit a Personality with followers). This differs from a card like Oneiyara, which specifically targets the Personality and therefore bypasses normal targeting restrictions.
