What is a fear action?

L5R CCG Rules board, 6 March 2015 to 9 March 2015

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

In the past there have been fear actions, which were clearly labeled as such by the fear keyword in their textbox, like Daigotsus wrath. Currently there is no such card left anymore. There are however actions, that create a fear effect.

Susumu Yananda clearly states, that he interacts with fear actions, not effects. Just looking at the cards in the current pool, he would not impact play in 20F strict at all with his interrupt. So what has to happen for an action to gain the fear keyword? Is the possibility of a fear effect enough? On the same thought, do actions that create ranged or melee atacks have the ranged or melee keyword? I could not find such a rule in the comprehensive rules.

A Fear action is one that either has the Fear keyword, or has the possibility of creating a Fear effect.

The action from Okura is Released is not a Fear action, but Oneiyara's duel is.
