A player, 16 February 2015
Scenario
Player 1: Fear 4 on a personality (Bows the personality) Player 1: reacts with Okura is released to destroy it.
Question: Can player 2 play Courage cards to reduce the Fear strength and avoid destruction? or the window to play courage cards is no longer applicable since player 2 agrees to bow the card already?

As described in the Comprehensive Rules, the Action Sequence is: A. Announce the action. B. Pay costs. C. Play Interrupts. D. Action resolution. E. End of action.
Okura Is Released is played in Step C, which is also when the Courage Interrupt is taken; this all happens before Step D, which is when the affects of the original action occur and the target bows - or, more likely in this case, fails to bow since the Fear's strength is 0.
