Battle/Open: Target a Personality. Give him Tactician. He may perform an additional Tactical action this turn, and may perform his printed non-Battle/Open Battle abilities an additional time this turn.

No. Personalities are not considered to be in an army with themselves, or in the same army as themselves, when those terms are used on older cards.
