Can I get the effect of a Ring by discarding it

L5R CCG Rules board, 6 November 2014

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

The Ring of Air has the trait: You may discard this Ring from your hand to use its ability without cost.

Which changes it's ability from: Air Repeatable Battle/Open, Straighten your target Personality or attachment.

to: Air Repeatable Battle/Open: Discard this Ring from your hand to straighten your target Personality or attachment.

This ability now has no costs or required targeting, so I am free to announce it while the card is in my hand. As per the Comprehensive Rules, when I announce an ability on a card in my hand, it leaves my hand and enters a special resolution area. I then begin resolving effects.

The first effect of the ability is "Discard this Ring from your hand". From the same section of the Comprehensive Rules, if the card discards itself from the hand as part of its ability, this discard is done from the resolution area. So I discard the Ring of Air from the resolution area to my fate discard pile.

The second effect of the ability is "straighten your target Personality or attachment". However, it is joined to the first ability by the word "to". From page 29 of the Comprehensive Rules, "effects linked by the word “to” mean that the second effect depends on the first effect actually happening;". But the Ring of Air wasn't actually discarded from hand, it was discarded from the resolution area. Therefore, as I understand it, the second effect won't happen.

Am I wrong in my interpretation? Or, if discarding from the resolution area is good enough to count as discarding from hand to satisfy the Ring's own text, how come this doesn't satisfy the conditions on cards like Voice of Experience (After each time the action discards or shows any cards...) and Seppun Tasuke (After each time his (non-Focused) card with that Focus Value is discarded...)?
