Is tactical advantage considered as an action on a dynasty card for the purpose of A New Alliance?

Battle: Discard a card to give this Personality a Force bonus equal to the Focus Value of the discarded card. (This is an ability granted by the rules to each Tactician Personality)
A New Alliance:
Political Open: The abilities on two target Dynasty or Fate cards (in play) cannot be used.
