I was playing against a player who controls Tsuruchi and he destroyed a token, making a ranged 2 to destroy my 2 force pers. So I used the card Iron and stone to reduce the ranged in 2. He says that he can destroy one more token to increase the ranged attack, like a interrupt, and this works too in cards with variable gold cost like Deliberations. I don't found this question in the rulebook so I'm asking, is this right?.
Tsuruchi against Iron and Stone
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Well, here's the thing... your opponent IS taking Tsuruchi's action incorrectly, but more so than either of you realize.
After announcing the action, but before he does ANYTHING after the colon in the action (including destroying ANY tokens or choosing his targets for his Ranged Attack), that is when Interrupts are taken. You would have to play Iron and Stone before knowing how many tokens he will choose to destroy or what he will target.
Then, after you both pass any further Interrupts to the action, is when the effects begin to resolve, starting with him destroying tokens.
