A player, 25 August 2014
I'm sorry if this had been answered before, I tried looking for this, but couldn't find it anywhere.
In Siege, I was wondering how Honor Requirements work.
Rulebook states "when a Rokugani player would gain honor from any source, the Rokugani players gain an equal number of Political tokens instead".
So, from what I understand, in Siege, the Rokugani player's honor can never go up. But it seems to be able to go down, since "Rulebook loss conditions, such as ending your turn at -20 or lower honor, still applies to the Rokugani players".
With such rules in mind, how the Rokugani players can bring into play personalities with a higher requirement than their starting honor? Likewise, how can anyone else than the player with the highest starting honor lobby for the favor?
Honor requirements and tracking honor in general was also dropped from the War of Honor multiplayer setting, so I was wondering if this is also the case here. Or if the gain of Political tokens is optional, instead of being mandatory.
Thank you!

The Imperial District has the trait, "Rokugani players ignore Honor Requirements." Of course, this trait can never be taken away, until that District is destroyed, at which point the Rokugani players lose anyway.

Correct.

Your first question is answered above. As to your second, I direct you to section 13. on page 15:
"The Rokugani players are considered considered the same player. When an effect refers to another player, it only refers to the Challenge player. So for example, when Lobbying, a Rokugani player needs to only have more Honor than the Challenge player."
And the fourth bullet in that same section states:
"All abilities normally granted to players, such as Cycle and Lobby, are granted to each player individually. So, for example, each player may Lobby even if another Rokugani player has already Lobbied that turn, but do remember that when you Lobby, you take the Imperial Favor away from the player who currently controls it."
Thank you!
You're welcome!
