Strict legality of Sleep and other promos

Is the promo "Sleep" legal in "Strict" events in 2014?
And what is the case for "Horse" and the like...
As stated on the Oracle, Sleep became legal on 1st November 2013.
Horse became legal on 1st June 2014.
I should add: for tournaments where only "Blue bugged" cards are legal, Sleep and Horse, which do not have the blue bugs, are not legal.
For tournaments with other, non-standard legality criteria, please contact the tournament organiser, not the Rules Team.
