Fires of Turmoil + Voice of Experience

L5R CCG Rules board, 5 August 2014 to 31 October 2014

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

You must decide whether or not to use the Interrupt from Voice of Experience in the Play Interrupts step, which is before you discard the card in the Resolve Effects step. However, Voice of Experience says, "you may give them +1FV", so you decide whether to apply the effect once you've seen the card.

A quick note about what happens if two or more players each decide to Interrupt a Fires of Turmoil with one or more Voices of Experience:

The triggered effects of all the Voices of Experience are triggered by the same effect, so the active player decides which order they are applied. He is perfectly at liberty to apply each of the other players' effects first, so that the choice is made for each of the other Voices, before apply the effect of his own Voice of Experience, and deciding whether or not he wants an even or odd focus value.

Please note that, as discussed here, only discards from hand are covered by the phrase "discard a card", so Voice of Experience's Interrupt does not affect the Focus Value of the card(s) discarded by Fires of Turmoil, Sleep, or Doji Shirarou.

In regards to http://www.alderac.com/forum/viewtopic.php?f=59&t=109420 are we supposed to ignore the fact the word "discard" is printed on cards such as Delicate Gamble or Abberations? Page 19 of the comprehensive rules states:

A card may also be discarded from other areas than one’s own hand or Provinces, going to the discard pile, but this must be stated explicitly. (as per CnPed from the above link)

Voice of Experience:

Interrupt: After each time the action discards or shows any cards (note the lack of the word's "from hand"), you may give them +1FV. (Focused cards cannot gain this bonus.)

Delicate Gamble:

Political Limited: Bow your target unbowed Courtier. Discard the top card of another player's Fate deck. A target player gains or loses Honor equal to the discarded card's Focus Value or 3, whichever is lower. If he lost Honor, he ignores Honor Requirements this game.

Aberations:

Battle: Discard the top card of a Fate deck. Give this Follower a Force bonus equal to the card's Focus Value.

I'd even argue that Seppun Tasuke works with this as well, given that the card itself specifies that the discarded cards can't be focused and mentions nothing else about cards being from hand, thus falling into the whole "a card may be discarded from other areas..." rule, as per the comprehensive rules.

Cards may indeed be discarded from other areas, but when a card refers to discarding, without specifying either the type of card or the initial location of the card, only discarding a Fate card from hand is meant.
