Shibata Sensei : "...You may bow your target unbowed Courtier instead of discarding the Imperial Favor for Favor actions."
Does this mean you need to control the Favor first and foremost ?
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

No.
Good Faith Rule, p27: Favor actions require that their player control the Imperial Favor, or have an alternate effect, substitute, or waiver (“need not”) for discarding the Favor.
This is a followup to viewtopic.php?f=59&t=109337&p=1434775&hilit=Shibata+sensei#p1434775,
Do I still need to control the favor in order to be able to bow courtier to send an attacking personality home, or use the favor discard/draw action? I assume I would have to actually control the favor for these actions, but would to the official ruling.

No, as explained in the post to which you linked.
