More or less, yes, the 3 Chi is "constantly" checked. That is, while a Personality fulfills the condition of having over 3 Chi, he has Tactician from Aranai's continuous trait. If he ever doesn't fulfill this condition, he loses Tactician. So, a -1C penalty in your example would strip him of it.
