Political Open: Target a Personality. Personalities his controller Recruits (this turn) with greater Personal Honor than the target has now are dishonored before they enter play.
Acording to this post you can proclaim a personality affected by it and gain 0 honor, wiil the personality be re-honored by the proclaim also (and it that case that would not be any 0 honor gained) ?

"Words of Consecration"
After you Equip this Spell, if this Shugenja is Air, a target player gains or loses 1 Honor. Air Open: Bow this Shugenja to target another player's Personality. After the next time (this turn) the target assigns to attack you, gain 1 Honor, or 2 Honor if you control a Temple."
If the Shugenja performing this spell is dishonored will he re-honor if the condition apply or will the player gain the honor ? ----------------------------------------------
"Deliberations"
Battle, : Ranged Attack with strength equal to the amount you paid minus two.
Can this ranged attack be combined with cards from a unit or anything else ?

1. No rehonoring would occur. A loss or gain of 0 Honor is not considered a gain or loss, for the purposes of effects that are triggered by losing or gaining Honor, such as rehonoring.
2. No, sorry. There's no such thing as "performing" as a game term in Ivory Edition, and Honor gained from casting a Spell action is not one of the ways listed in the Comprehensive Rules to rehonor a Personality.
3. Not without the help of Gidayu Sensei or another such effect. Otherwise, only Ranged Attacks from cards in units may be combined (with other RAs in their own unit), and Deliberations is not in a unit.
