Can you use Proper Equipment to bring in Cavalry Escorts and use the battle ability to attach it to a personality that Cavalry Escorts is bringing into play? I was curious as to whether or not this worked since the equip rule has a targeting requirement but the battle action would bring a personality that would make the new personality a target.

If you use Proper Equipment to Equip an attachment during battle, you're using Proper Equipment's Battle action, not the Battle action on Cavalry Escort.
