A lot of new DH cards read "difference between current and printed" on their honor losses. Is it possible to reduce a personality to below 0PH or is 0 a hard cap? For that matter is 5PH still a cap or can PH be increased above 5?

Personal Honour (like all stats except Honor Requirement, Family Honour and modifiers with a + or - sign) has a minimum value of 0.
Dishonorable Personalities have a maximum Personal Honour of 0, other Personalities have no maximum Personal Honour.
