Today, I was playing with Omigawa and not exactly understanding the sentence "Target an enemy Personality with lower Force or without attached Weapons". 1. Could I target Crab dude with 8 force and no weapons attached? 2. Could that Crab dude target Omigawa who had +5 weapon with an action that could target a "card with 8 or lower force"? As the card Omigawa has 5 force but it was being modified by the weapon.

Yes. Fulfilling either condition will suffice.

No. Weapons add the force directly to the Personality. If Omigawa has a +5 Force weapon attached to him, he has 10 Force, not 5, and therefore doesn't qualify as a target with "8 or lower Force"
