Before this battle resolves, the Attacker and Defender, in the order of your choice, each choose one of their own Personalities at its battlefield. Move all other Personalities there home.
Battle: Destroy a Terrain (if able). Put this Terrain into play.
So the question would be. If my opponent plays this with only one defender at the province. I then send his only defender home, at the end of battle does the terrain fizzle and nobody is sent home from its effect since my opponent has no legal targets? I only ask this because if I Remember in ivory rules for effects like this a Is if my opponent can't choose the legal target for the effect of his card it doesn't work

Per its own text, Encircled Terrain does not target Personalities. The effect will resolve even if one side lacks any units
