Relevant text: "Thunder Absent Interrupt: After you Recruit Gosho at this battlefield, Ranged 3 Attack."
I have two copies of Tsuruchi Gosho in my provinces. During a battle I announce the recruit action as I have reserve personalities. Am I allowed to announce both interrupts? When I announce each interrupt I have a legal target for the ranged attack (an enemy card) and each interrupt is interrupting the action that could bring that Tsuruchi Gosho into play. The interrupt itself has no cost, does not start with an 'If' condition that I do not meet, and does not require the Imperial Favour to be discarded.
1. Am I allowed to announce both interrupts? If not, which part of the good faith rule prevents it? 2. If I am allowed to announce both interrupts which Gosho must I recruit? I am guessing the Gosho to whom the first interrupt belongs. 3. If I am allowed to announce both interrupts does the second one just see its effects fail (and cannot be announced again that turn) or does something else happen as it did not enter play? I am guessing that its effect swill fail.

Since you have not yet chosen which card is to be Recruited, you may declare both Interrupts, but as you only Recruit one of the two copies of Gosho, only that Gosho's Ranged Attack effect will be applied.
Note that Gosho's Interrupt, like other Interrupts, "do not change actions other than the one it interrupted", so if the action being Interrupted does not Recruit him, the Ranged Attack effect is never applied - it does not become a delayed effect waiting for him to be Recruited by a later action.

In follow up to this.
Does the good faith (or other) rule require me to recruit a specific Tsuruchi Gosho, or may I recruit either of the two that have announced their interrupts? More specifically, can I announce Gosho A's interrupt, then announce Gosho B's interrupt, but recruit Gosho B?
When you say "the Ranged Attack effect is never applied ", should I take that to mean the effect fails but the action has occured? If I later recruit the Gosho who I did not recruit the first time, my assumption is that the interrupt cannot be announced again during this later recruit action.

Under discussion.

The Good Faith Rule has been expanded to cover this situation. In the new version of the Comprehensive Rules, pg 27, this paragraph has been added: In the special case where an Interrupt action on a card is announced before its card enters play (p. p. 26 ), the costs and requirements for that card to enter play must be met in Good Faith, and the card itself must be chosen to enter play.
You cannot legally announce an Interrupt on a Tsuruchi Gosho in a province and later not choose him as the Personality to be Recruited.
