Planted Evidence text states: "Destroy a target personality with 3 or lower chi, or with 4 or lower chi if you control a ninja." My question is how this should be read. Is it:
1.) Target a personality, destroy him if he has 3 or lower chi, or 4 or lower chi if you control a ninja or 2.) Target a personality with 3 or lower chi, 4 or lower if you control a ninja. Destroy them
In other words, does a "with statement" as in this card set up a requirement to TARGET or a requirement on the effect?
