I had a person play The Company You Keep targeting a personality that I had discarded with 0 PH.
I had always assumed it had to target a personality in play but couldn't think of a good enough reason that she couldn't do that. Just wondering if there was one.
"Political Open: Target a Personality. Personalities his controller Recruits (this turn) with greater Personal Honor than the target has now are dishonored before they enter play."

There is a good reason:
Ivory Edition Comprehensive Rules, pg. 32: "Cards must be in play to be legal targets, unless the ability says or implies otherwise (for example, “Target a dead Personality” implies he is in the discard pile.)"
