A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 6 April 2014
I was browsing the legacy rules and it had the "one fortification by title per province" rule that I was familiar with.
A province can attach any number of different Fortifications, but no more than one copy of each by title and Experience level.
Now, I do not see a similar sentence in the Ivory Edition rulebook, and I'm presuming that was intentional. Am I correct?
And if so, do these sort of changes trump legacy, or does it eventually migrate back to legacy?
I was just curious. Mainly because I was looking at the legacy rulebook and thought "Oh, wait! I remember that rule. I thought that was how it worked." when I was browsing the Ivory rulebook the other day.

Correct, that rule has been removed. Whether or not it trumps the rules under Legacy depends on the Legacy council, but most likely either they missed that change or just haven't amended it yet.
