So, if I use In Stillness, Forge the Soul and didn't equip a weapon to my Kensai (therefore putting the card back into my hand at the end of the turn) and An End to Hostilities is in play, would I draw the extra card or not?
Clearly the intent of Hostilities is to compensate for card draw and Stillness isn't card draw but it does put itself into your hand which is how Hostilities is worded.

Yes, if you fetch In Stillness, Forge the Soul back from the discard pile, you won't draw the extra card from An End to Hostilities. It also means that the Strategy will count for your maximum hand size limit when the time comes to discard.

That's an assumption from your part. In card games there is the concept "card advantage", of which card draw is a part. A very important part, but not all of it. And fetching cards back from the discard pile into your hand gives you card advantage. An End to Hostilities isn't intended just to compensate for card draw but in general for card advantage.
