What do you mean if targets are not findable?
If I have a bowed shugenja with Seeking the way and he is attacking, whay can't I use the spell to gain some honor? He is the attacking personality and is a target for the spell but he wont bow and therefore will not be sent home. ok, I see now in step C on the action sequence that the rest of the effects will not happen, but you're telling me I can't annouce seeking the way at all.
Here’s a scenario for you: I have two shugenja in play attacking my opponent each with Seeking the Way attached. One is bowed and the other is not. I’m playing against Scorpion and they named Seeking the way for their negation. I want to announce Seeking the way on the bowed shugenja to use up the negation so I can use the other one to it full effect. Why can’t I announce the action on the bowed shugenja when he can be targeted by the spell?
Does this means that there has to be a person in play to annouce Imperial Summons?

As it is already explained in the ruling you quoted in the previous post, being bowed means you can't activate the full sequence of effects, meaning you can't fulfil the mandatory targeting. Asking the same question over and over will not change the answer, I assure you that.
He is the attacking personality and is a target for the spell but he wont bow and therefore will not be sent home.
And as a result he will never be able to target an attacking Personality, which makes the entire action illegal.
If you really want to insist on this issue, I'd advice to provide some new argument other than asking again the same questions.

Of course.
