A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I know this will get ruled down but I wanted to point something out.
The Shadow Estate of the Scorpion's text seems to be phrased like "a X or Y [modifier]" because you name "a Fate card" or "A Dynasty card" [in play]. Now according to the rules on conjunctions that would mean that you could only name cards that are in play. Fate cards like Katas, Rings and attachments fit that bill but strategies do not. Is that right?
If not why?
Edit:
Also, the second part covers modifiers not jumping or an "a" but in this case I think "a Fate card" should be treated a X and "a Dynasty card" be treated as Y. That is because you wouldn't have a cad say: Name Fate card or Dynasty in play. (dropping the "a"s)

That's why the verb is repeated. "Name a X or name a Y", that's two different sentences. The rules on "a X or Y" don't apply here because the verb is duplicated, effectively turning the text into two (coordinated) sentences. Those rules are for simple sentences using conjunctions to connect elements within it.

But you could have a card say "Name a Fate or Dynasty card in play" (excluding Strongholds and Senseis), which means your assumptions are based on wrong premises.
