For actions like deliberations, is it possible to say bow a holding which produces 5 gold, and then only allocate 3 of that to Deliberations for a Ranged 1 attack, saving 2 for something else? Or does Deliberations "suck up" all gold produced.

The remaining gold will be "pooled" until the current phase ends, and can thus be used to pay for further gold costs. That's the main point of the new gold rules in Ivory Edition.
