I'm very confused on how fear will work going forward. In previous sets that I have play with fear as a regular tactic such as Gold & Diamond It had been explained to me that fear targeted the unit and every follower in the unit that was equal to or less than the effect would be bowed. What I have found on the new rules and text on many fear cards imply but do not directly state that fear only targets a single card now.
My question is : Dose a fear effect target a single card or every card in a unit eligible for the effect?

Under the Ivory Edition Rules, Fear effects only target and affect a single Follower, or a single Personality without Followers.
This is indeed a change to the way Fear worked previously.
