I'd like to ask what does Hida Kaiji's experienced text means specifically,
Text Will not attack or defend with other Personalities, and other Personalities will not attack or defend with Kaiji. Kaiji has +2F while unopposed, or +1F for each Personality opposing him with 6 or lower printed Force.
Can he move in on the attack or on the defense with other personalities?

Per the Coils of Madness rulesheet, "attack" and "defend" mean "assign to, enter play at, or move to a battlefield". Therefore no, Kaiji may not move in to attack or defend with another Personality.
