He raises him own force, and another personality's force to that of a target *card*. If that card is a personality, does that include bonuses from say weapons and limited/open actions? For example, Daidoji Urijou and a buddy attack vs Tochiko. Does Daidoji Urijrou raise himself and his buddy to 7 force?
