Armor of the Emerald Champion + Improper Papers (L5R rules board)

I think this is pretty straight forward, but thought it best to check.

During my attack phase, I have two Personalities at home. One of them has the Armor of the Emerald Champion attached, the other is just a body. I play A Brave New World to move the Personality with the Armor into a battlefield. May my opponent react with Improper Papers to prevent the movement?

My though is no, because at the time that Improper Papers is being played, the Armored Personality is still at home where there is also another legal target for Improper Papers.
