Under current rules, you don't "Recruit" holdings (or Personalities). Recruit isn't a mechanical thing afaik.
Does Mikaru work as intended in EE, or is she blank until IE rules concerning Recruit come into effect?

She will work as intended under EE.
We are in the process of completing the addition of the EE/IvE crossover rules to the CR.
For all intents and purposes, the process of Playing Personalities is Recruiting a Personality.
