Can I play "The Tower of Vigilance" Engage action in any battlefield or is it restricted to the province's battlefield where it is attached?
The Tower of Vigilance Holding Gold Cost: 0
Fortification (Fortifications attach, straightened, to the Province from which they entered play.) Engage, [BOW]: If you have any units at this battlefield, create a 0F/2C/2PH Samurai • Guard Personality there. Remove him from the game after this battle ends.

Engage abilities on a Holding are not subject to the Rule of Location, as Holdings are never in a unit.
The Engage ability on The Tower of Vigilance can be used at any battlefield, as long as you fulfill the Rule of Presence, which the action itself does, as it will create presence.
Battle actions on Fortifications are another matter however.
Reversal: All actions on Fortifications, including Engage, can only be used at the battlefield associated with the province they are attached to. viewtopic.php?f=59&t=104783
