So the question is this:
Takeshi has granted the ability to a peep as an Open and then the same peep is Tsunami-ed home at the active player's battle phase, the movement is not negated.
Is he able to return to the battlefield with Ring of Water or Back in the Front, etc ?

PS. I think there are some similar questions but it is "will not be negated" vs "negate". What happens when 2 "will not be negated" clash?
I'll temptatively assume that "being Tsunami-ed" is short for "Being targeted by Strength of the Tsunami's second ability".
Strength of the Tsunami (2nd) creates a negation effect, and Takeshi prevents that negation under certain circumstances. So, provided the action is performed by the Personality under Takeshi's (and Tsunami's) effects, it won't be negated, thus trumping Strength of the Tsunami. Ring of Water or Back to the Front will move him back to the current battlefield.
